An overview of the project

A modern electronic system for managing public finance in Sultanate of Oman, which will be used for planning, implementing, controlling, and reporting on the States General Budget. This system will also contribute to the implementation of best practices in the financial management to achieve the optimal use of financial resources in line with Oman Vision 2040.

Maliyah aims at:

  • Enabling decision-making by providing accurate financial data and strengthening financial governance and transparency.
  • Developing a modern financial system supports the implementation of accrual basis of accounting.
  • Enhancing the competence of national cadres in the field of public financial management.
  • Supporting the implementation of public financial management initiatives, such as: Program Based Budgeting (PBB) / Treasury Single Account (TSA) / National Asset Register (NAR).

FAQ

Integrated Financial System was operated and developed by the Ministry of Finance (MOF) in 1986 and since then the system was used by MOF and Government units for managing public financial such as the preparation and implementation of general budget.

The MOF strived to develop and upgrade the public financial management processes to keep up with the technology developments and new job requirements. The MOF is building a new financial system as information technology platform enables the government to develop, facilitate and raise the efficiency of public financial management. This platform is globally recognized as Government Financial Management Information System and locally as Government Financial System (Maliyah).

The government financial system will be applied gradually on the State’s administrative apparatus, starting with the civil ministries.

Maliyah is concerned with public financial management represented by:

2.Budget implementation which includes:

a.Budget Management
b.Compliance Management
c.Payment Management
d.Revenue Management
e.Treasury and Cash Management
f.Fixed Assets Management
g.Government Accounting and Reports

Therefore, Maliyah will be applied by all the relevant administrative levels.

Maliyah provides many features that save time and effort, and facilitate budget preparation such as:

  • Support both Arabic and English languages.
  • Support multiple web browsers.
  • Save and download Excel files.
  • Save and recover PDF files.
  • Easy search and recovery data.
  • Online payment, e-signature and using electronic documents and attachments.
  • Quick and easy automated bank reconciliation.
  • Provide templates for reports with a feature of preparing and saving templates for additional reports.
  • Access to reports through computers, phones and tablets.
  • Integration and exchange of data with government systems related to public financial management.

 

Maliyah will contribute to developing, facilitating and raising the efficiency of Oman financial resources management, thereby maximizing financial planning and spending efficiency, which will enhance spending on government services. It will also issue financial reports that could be shared with society to promote transparency.
